Many changes to immigration policy affect international workers

New €1600 income limit for residence permit for employees applied to international workers extended permit applications starting in April 2025.

The higher income limit for residence permit for employees is based on a legislative change adopted by Parliament in December and was based on the Orpo government programme.

The €1600 income limit comes into force for new applications on 1 January 2025 and for extensions on 1 April 2025. The minimum pay for full-time work in all PAM’s agreement sectors is higher than the limit.

A small improvement to the government’s original proposition was that for extended permit the income limit is not applied to possible period of unemployment.

Migri has also raised the income threshold for residence permits for family members and students. Read more

Other changes by Orpo government to immigration policy coming into effect include centralising work-based permit application process to Migri, prohibition for asylum seekers to “change tracks” and seek work-based residence permit, tightening of requirements for Finnish Citizenship, and steep cuts to government funding for municipalities’ integration services.

The proposed legislation on the so-called three-month rule on unemployment has not yet been approved by Parliament, but is planned to come into force in April 2025.
